Entry and exit to and from Paraguay for US citizens are regulated by Paraguayan law. The Consular Information Sheet for Paraguay explains the regulations in detail.
Visas ARE required for all U.S. citizens who wish to visit Paraguay, for any purpose. Paraguayan authorities have the right to deny entry to U.S. citizens who arrive in Paraguay without a visa, and they do! The Embassy can not help you enter the country if you arrive without a visa!
